CULTURE AS A SEGMENT OF THE PROGRAM OF TV BELGRADE – PUBLIC MEDIA SERVICE OF SERBIA

Since 2006, when Radio Television of Serbia has started the process of transformation into a public media service of Serbia, the Belgrade Television has set program requirements specific to high public service standards. This paper analyzes its cultural program as an indicator of how successful this process of transformation into a public media service has been, since this program is relevant to the dissemination of knowledge and realization of the educational function of the media as well as for the preservation of cultural heritage and cultural identity of our nation. For more than half a century Radio Television of Serbia has nurtured this kind of program schemes and has set valuable standards in the author’s approach as well as production. The aim of this paper is to determine the place and role of contents dedicated to culture on Belgrade Television. The premise is that cultural topics have not been devoted enough space on Belgrade Television. It seems that the concept of “Cultural and educational program” does not offer the ideal solution and that culture itself, being one of numerous contents is on the margins.

RESEARCH OF BUDGET FINANCING OF CULTURE IN THE CITIES OF SERBIA

Финансирање културних делатности од стране државних власти и власти градова и општина, поред потребе, представља и законску обавезу са темељима у Уставу Републике Србије. Полазећи са тог становишта, обављено је истраживање буџетског финансирања културне делатности у градовима у Србији, а на основу градских одлука о буџетима за 2009. годину. У датим анализама 21 град је рангиран по различитим критеријумима, од броја становника и укупног буџета, преко издвајања за финансирање културних делатности, процента те суме у односу на укупан буџет и издвајања за културу по глави становника, до броја финансираних субјеката и износа који су намењени за исплату зарада запосленима у установама културе. Истраживање је указало на веома велике диспропорције у буџетском финансирању културе у градовима Србије, али и отворило нова истраживачка питања везана за однос финансирања културе и квалитета културног живота.

MUSEUM POLICY IN SERBIA: FORMATION, CRISIS AND A NEW BEGINNING

Since the foundation of the Museum of Serbia 1844, a century and a half passed, filled with constant changes conditioned by the discontinuity of the political status of Serbia that directly affected the historical development of cultural policy, and consequently the development of museums, museum activities and museum network. The aim of this work is to present the historical development of museums in Serbia in relation to current models of cultural policy. After a chapter with a chronological overview of the origin and development of the first museums in the territory of Serbia, follows a part showing the expansion of museums that occured in the first decades after World War II, which had its ideological imperatives. Then a period of stagnation came, as a prelude to the crisis of the museum during the 1990s, which was among the elements of general crisis. The final chapter points out the dilemmas of a new beginning in the development of the museum in the first decade of the 21st century. This work basically presents a kind of summary of the chapter Museum Policy in Serbia – a historical overview of the author’s doctoral dissertation „Management of Regional Museums in Serbia“, with special emphasis on the organization of cultural tourism potentials (dissertation in preparation, reported at the Faculty of Drama Arts, University of Art, Belgrade, supervisor. Prof. Dr Vesna Đukić).

MEDIA CULTURE IN THE SHADOW OF MEDIA ECONOMY – “THE MONEY THAT MAKES PROGRAMS OR PROGRAMS THAT MAKE MONEY”

Некада су у теоријским разматрањима друштвене улоге медија доминирале теме везане за васпитни, идеолошки и пропагандни утицај медија. За разлику од ранијих времена, данас се о медијима више говори као о подручју интензивних комерцијалних и профитних активности него као о чиниоцима и средствима културног развоја. Све је очигледније да некадашњу политику и праксу, које су се залагале за афирмацију и ширење медијске културе, наткриљује сенка економске експлоатације медија. Будући да се данашња медијска пракса све више валоризује са становишта економске ефикасности, теоријска интересовања се постепено измештају ка питањима економске експлоатације медија.

CULTURAL POLICY OF NATIONAL MUSEUMS IN SERBIA

The article presents the most important findings of the research project Cultural Policy of National Museums in Serbia. The paper actually discusses instruments of cultural policy of museum institutions either funded by the republican Ministry of Culture, or founded by the Republic of Serbia. The initial idea of the project was to define opportunities and needs for transformation of the museum institutions in Serbia, and to suggest adequate development strategies and activities of the institutions responsible for cultural heritage in the country.
